The general principles of local administration are : (1) Centralization (2) Deconcentration (3) Decentralization Local administration in Thailand is based on the principle of Decentralization, which includes many systems of organization. The first system of local administration was introduced into Thailand in the reign of His Maj- esty King Chulalongkorn in the form of a “sanitary board” and had been developed into the munici- pal organization after the Revolution of the June 24, 1932. Since then, many other forms of local administration have been introduced into Thailand such as the changwat local organization and tambon local organization. Currently, there are five forms of local administration: (1) municipal organization, (2) changwat local administration organization, (3) tambon local administration orga- nization, (4) local organization of Bangkok and (5) local organization of Muang Pattaya. The number of local administration organizations amounts to nearly 8,000 units, which are too numerous and too expensive in terms of organizational management, and they do not meet the lim- ited resources of the local organizations. Therefore, it is time to reform the structure of these local organizations into a single form of local organization by reorganizing the municipal organization, which is the most suitable form of local administration organization for Thailand.
