He argues that the present bureaucratic structure does not allow for active popular participation and has resulted in the empowerment of public officials by giving them too much authority and budgetary resources without consideration of geographical and cultural diversity. His new design is, therefore, aimed at the empowerment of clientele groups and the restructuring of the bureaucracy to serve better the diverse interests of the people.
