Most important, freedom of the mass media reflects the degree of demo- cratic development of a society. Thus, protection of the freedom of the mass media is imperative. On the other hand, the mass media must be under a professional ethic. There must be measures to make certain that media personnel will not abuse their power to cause damage to others. The mass media will also be subject to civil and criminal liabilities should their performance lead to lawsuits. The significant role of the mass media in society, especially in terms of democratic development, is unde- niable, but at the same time individual rights must be protected from any abuse of power of the mass media.
