It discusses future trends in the world community and modern Thai society, and the planned new era in Thai education. It also discussed the reasons for the reform of the Thai educational system under the 1999 National Education Act. That reform involves six areas: curricula and learning; quality assurance; the development of systems for teachers and educational personnel; media; technologies for education; the provisions for the educational system, and resources and investment for educa- tion. The article places particular focus on educational standards and quality assurance. The reform calls for educational institutions to manage their own internal assurance and the Office for National Education Standards and Quality Assessment (ONESQA) to assess the external quality of all educa- tional institutions at least once every five years. The article also provides coverage of the objectives, functions, responsibilities and mission of ONESQA as well as the vision, strategies and work plans for educational assessment. Various other aspacts are also discussed with regard to external quality assessment carried out by ONESQA. Key words : educational reform, quality assurance
