It highlights the Royal Order of King Thai Sa of C.S 1089 as the main document, because it was issued at the time when the court was experiencing problems relating to various provincial administrative affairs. As the Royal Order of C.S. 1089 exists in both forms, as the original law text of late Ayutthaya and the “cleansed” version in the Law of the Three Seals, the writer juxtaposes them and explains how the “cleansed” version came about. The change is obvious in the literary and orthographical styles, whereas the content was modified retrospectively by the legal experts of the First Reign so as to make it accord with the administrative framework then in practice. The paper also deals succinctly with the evolution of the provincial administration of Old Siam, as well as such topics as the status of all the chao muang, “governors”, of different grades, their roles and duties in times of peace and disturbances, and the measures used by the central government to curb the aspiring provincial governors’ independence and abuse of power.
