The Journal of the Royal Institute of Thailand Vol. 30 No. 2 Apr.-Jun. 2005 520 Welfare Philosophy in Buddhism by introducing the new District Development Councils (DDCs). This resulted in increasing political and economic stability. After DDCs were established, the administrative work was carried out by the persons permanently residing in the outlying districts and contacted with local people. Savodaya demonstrates how Buddhism influenced local administration in Sri Lanka. 17 Examples of the applica- tion of Buddhism and welfare in Thailand are Sa Kaeo temple and Yensanit-thammaram temple in Kanchanaburi Province. These temples provide education for the poor and orphan children. IV. Conclusion This paper traces the origin of Buddhism, the expansion and the Teaching of the Buddha and how Buddhism relates to welfare philosophy and its application. The selected Buddhist Texts such as Sigalovada Sutta and Madhura Sutta, the Four Noble Truths ( dukka, samuthaya, nirodha, marca ), the concept of equality in Theravada Buddhism and the case of Savo- daya highlight the relationship of Buddhism and welfare philosophy.
