Abstract Whole School Learning Reform : Four Effective Strategies Leading to Successful Reform Tisana Khemmani Associate Fellow of the Academy of Moral and Political Sciences, The Royal Institute, Thailand The Thailand National Education Act of August 20, 1999 has led the nation to engage in extensive educational reform. A national research and development project on “Whole School Learning Process Reform” was initiated with the support from the Thailand Research Fund to search for effective learning reform models. One hundred and thirty - five schools with diverse backgrounds and contexts in the four regions of Thailand were encouraged to conduct research and development projects using a whole school approach. All schools did not have much knowledge in conducting research and development. They also had no experiences in whole school development. However, they were given technical assistance and supervision from the outside academics who were either university instructors or school supervisors. These academicians worked closely with the schools trying to find effective strategies to lead the schools to a successful reform. Among various strategies used, four were identified as effective as they have made great contributions to most of the schools. These strategies are : (1) employment of amicable internal supervision and cognitive coaching ; (2) exchanging of ideas and experiences among teachers and all involved; (3) encouragement of parents and community participation and; (4) dissimination of school innovations by the school. All successful schools reported that these strategies were key factors contributing to their success. Key words : whole school approach, school reform, strategies for school reform
