Úıı Abstract The Analysis of the Council for Democratic Reform Government’s Economic and Social Development Plan Vorawoot Hirunruk Associate Fellow of the Moral and Political Sciences, The Royal Institute, Thailand Thailand’s economic and social development has followed the Ninth National Economic and Social Development Plan (2002-2006) issued on 1 October 2001 , which is a medium-range national development strategy that harmonizes with the long-range vision that the people have established under the line of thinking that ç man is the center of development. é His Majesty the King û s philosophy of ç Sufficiency Economy é is employed as the guiding philosophy in developing and administering the country , with emphasis on a balanced development in the aspects of people , society , economy , and environment to attain a sustainable development and well-being of the Thai people. The supportive and related strategies are divided into three groups. The first group is the strategy of establishing a good management in all sectors of society. The second group is the strategy of strengthening the social foundation, comprising the strategy of human quality and social protection development , the strategy of adjusting the structure of sustainable rural and urban development , and the strategy of natural resources and environmental management. The third group involves the strategy of adjusting the economic structure towards balance and sustainability , comprising the strategy of managing the system of overall economic administration , the strategy of increasing the country û s potential and com- petitiveness , and the strategy of developing strength in the fields of science and technology. The Ninth Economic and Social Development Plan ended in 2006. From the evaluation of the Office of the National Economic and Social Development Board , the results are satisfactory. The country û s economy expands continuously at the rate of 5% per annum. The economic stability has improved in both quantity and quality , involving the majority of the country û s population. Therefore , the NESDB have proceeded with the Tenth National Economic and Social Development Plan (2007-2011) through the participation of people from all regions. The philosophy of ç Sufficiency Economy é still serves as a guideline in a holistic development with ç man as the center of development é, as a continuation of the Eighth and Ninth Plans. The Tenth Plan is expected to be in use from 1 October 2006 onward as can be seen from the 5 policies that the government has declared to the National Legislative Assembly: 1) Political and governmental reform policy with emphasis on the prevention and suppression of corruption , 2) Economic policy adhering to the philosophy of ç Sufficiency Economy é, 3) Social policy aiming at building a strong society in which people can coexist peacefully on the basis of virtue , 4) Foreign policy aiming at promoting the benefits of the country and establishing international cooperation on the basis of virtue , and respect of international laws , especially the Charter of the United Nations and the Declaration of Human Rights , and 5) the National Security Policy emphasizing the cooperation among the government , private , social , and academic sectors for national defense , including the solving of problems ranging from unrest situations in the South to drugs , crimes , the development of the armed forces and foreign cooperation in the area of security.
