Therefore, when developing a water resource project, energy benefits should also be considered, especially small hydropower power plants, which have little impacts on the environment. In northern Thailand, it is found that there are many projects that have poten- tial for small hydropower development. However, most of these potential proj- ects are located in forested area with legal limitations. The various types of forests can result in different levels of legal obstacles. Therefore, the exception should be considered on a case by case basis. Further study should be done to determine the appropriate measures and management to protect the forests where the project will be developed. Moreover, when considering different types of projects, the type which the electricity production component is added to the existing water resource project is more preferred over other possibilities.
