As such, coal has been an important choice to generate electricity in many countries. Nevertheless, coal also causes envi- ronmental problems, especially higher CO 2 emission when compared with natural gas and petroleum. To solve the above problems, the clean coal technology was applied. Moreover, confidence and acceptance of stakeholders for the electricity generated from coal was an important factor. In the past, emission from Mae Moh lignite power plant resulted in reducing the confidence of communities and society. Therefore, the stakeholders consisting of government electricity generating authorities, NGOs, academicians and communities should cooperate in solving the problems by using participatory approach and technology that are sound and without bias.
