The damages and losses were not only found in the agricultural sector, but also in the industrial and household ones. Many people thought that the most important cause of the phenomenon was the cyclone ‘Nock-ten’. Actually, still a number of factors, as analyzed, were believed to be the causal factors of the flood as well. This article was an analysis in a geographer’s point of view. The contexts of the 2011 flood including the severity, conflicts among groups of people, and damages and losses were presented in the first part.
