This paper focuses on social welfare in Thailand in the context of ASEAN Socio-Cultural Community. It is divided into six parts: (1) introduction, (2) the meaning of social welfare, (3) basic information about countries in ASEAN, (4) social welfare in Thailand provided by the state, non-government organization, and social welfare in ASEAN Socio-Cultural Community, (5) the analysis of social welfare in the ASEAN context in reference to system theory, rights based approach and welfare mix, and (6) conclusion. These approaches yield contributions to current issues on social welfare in Thailand in the context of ASEAN Socio-Cultural Community. To be specific, the primary issues concern human development, social protection and social welfare, rights and social justice, sustainability and environment, ASEAN identity, the reduction of developmental gaps, social welfare, values including those in fl uencing social welfare development such as family values, current problems focusing on disasters, problems concerned children, women, youth, elderly persons and social services for elderly persons such as retirement industry. keywords: social welfare, Thailand, ASEAN Socio-Cultural Community, human rights, children, women, youth, elderly persons 74-93 Mac9.indd 93 10/8/13 7:17 PM
