In the reign of King Rama I, when the House of Chakri was established as the ruling dynasty of Thailand and the capital was moved from the Thonburi side to the Bangkok side of the Chao Phraya River, the country administrative structure was framed and government officials’ capacities were developed. In the reign of King Rama II, the focus was on monitoring and evaluation of government officials’ performance, while King Rama III emphasized the building of collaborative relationship between senior government officials who had great political power and role in order to bring about coordinative administration of the country. During the reign of King Rama IV, the Kingdom was threatened by Western colonial powers and this forced His Majesty the King to build the foundation of systematic and effective application of the country foreign policy and of domestic modernization. Following the lead of King Rama IV, both King Rama V and VI put their emphasis on the great reform in all aspects of the country, in particular the reform of the country admin- istration at both central and regional levels. The results of the country administrative reform during the time have still effected the country administration of today Thailand. King Rama VII concentrated his attention on the development of civil servant system in democratic regime, especially on laying the ground for fair, open and merit-based recruitment and selection process of civil servants ensuring that the individual with great ability, knowledge and expertise could be fairly recruited to serve the country. Moreover, the organization of the country servants was established as Office of the Royal Society during this reign. King Rama VIII exercised his power in accordance with democratic principles and he paid great attention to his subjects. The king was able to successfully solve the deep-rooted conflict between the Thais and the Oversea Chinese in Thailand. King Rama IX placed importance on constitutional monarchy principles throughout his reign. He put an emphasis on the foundation of the country unity and harmonization and on giving his advises, initiatives as well as demonstrating the right examples to his subjects in order to encourage the country development, with which the poverty of the people and the country as a whole could be lessened. Moreover, the visionary king performed as the role model of the behaviors and skills in the modern administration and management, human development and the development of his subjects’ standard of living.
