41 Proceedings of the Princess Maha Chakri Sirindhorn Congress within ASEAN (i.e., it next nearest neighbours) that enhance supply security. Appendix 1 is a brief summary of the state of energy policy development in a sampling of countries. Summary Climate changemitigation strategies must thus strike a balance between reducing demand (via conservation and by energy efficiency (EE) measures in industrial processes, transportation, and power generation) and seeking alternative supplies of non-fossil fuels through renewable energy (RE) and, in some instances, nuclear power. EE deployments should be tailored based on where they may add greatest value from a systems perspective. And, because of differences in country geography or geological attributes, renewable energy sources will vary in deployment, e.g., in Singapore with lowwinds and diffuse solar radiation, planar solar PV is appropriate; whereas in the Philippines and Indonesia (on the ring of fire), geothermal sources should be encouraged. And in all cases, the energy policy landscape must be first well-roadmapped and then energy environmental policies must be prioritized based on the economic developmental goals of each sovereign state. Our analyses show that two pillars, EE for control of demand and RE (appropriately harmonized) for the deployment of new energy sources, are vital in the fight to mitigate climate change.
