7 Proceedings of the Princess Maha Chakri Sirindhorn Congress VIEW ON GOOD GOVERNANCE IN NATIONAL REFORM AND DEVELOPMENT Krasae Chanawongse Chairman, Naresuan University Chairman, Asian Disaster Preparedness Center (ADPC) Founder College of Asian Scholars Former Minister of Foreign Affairs Introduction Ladies and Gentlemen, it is a great honour to be invited on this auspicious occasion. The topic is really dear to my heart and very important to Thai society today: 1. Good Governance 2. National Development Reform, and also 3. Education Reform to make the product of Thai education conducive to National Development The Meaning of Good Governance In Thailand we have heard good governance associated with public sector reform increasingly spoken of more and more in the past 2 decades. Nonetheless, there appears to be less and less walking the talk of good governance in practice in the public sector. This is especially true at the national level of management; both central government and local government, and even in the private sector. Fromobservation and studies we have learned that some Asian countries have done well in the arena of good governance and prospered: Singapore, Japan, and SouthKorea are good examples. We can only admire the leadership and management of these countries that have fostered national reform and development through good governance. Governance is a process used by organizations/societies tomake essential decisions, decide who should be involved in the process, and how decision makers are made accountable for the outcomes of decisions made, or not made. Good Governance To better understand the concept of good governance we can do no worse than to learn more about the 8 characteristics of good governance as perceived by UNESCAP 1 : 1. Participatory: Participation must be all inclusive, informed, and organized. 1 UnitedNations Economic as Social Commission forAsia and the Pacific (UNESCAP) 2007.What is goodGovernance? http://www.unescap.org/pdd/prs/projectactivities/ongoing/gg/governeance.asp
