In the first step, project staffs conduct non-technical survey where they gather sufficient information on the minefield to identify part(s) of the minefield that have no evidence of the presence of mines. The identified land shall be deducted from the total minefield called cancellation. The second step, known as technical survey, project staff further investigate the remaining land not cancelled from step one by using equipment such asmetal detectors. Land confidentially proven not to havemines shall be deducted. The deduction of land in this step is called releasing. In the third and final step, is the full clearance on remaining land. Project staff clear every inch of land using metal detectors and other relevant resources. 6. Implementation 6.1 Inauguration of the MRCT project TDA’s head office was informed by Foreign Exchange Department of theThai Military Bank Public Company Limited (TMB) Head Office on 2nd April 2014 that the ASEAN Secretariat had remitted the fund of USD 473,055.96 to TDA’s USD Current Account no. 001-8-10057-8. It is, therefore, deemed that the inauguration of MRCT Project has begun, according to the Topic no. 7: Management and implementation arrangement in the MRCT Project Proposal in ASEAM Cooperation Project Document. Under Topic no.7, TDA is obliged to proceed to the project management and implementation arrangement. 6.2 Meetings for the MRCT’s management and implementation arrangement Upon the approval of MRCT project, Mr. Amornchai Sirisai as the person in charge of the project proponent, made a telephonic meeting with TDA’s Executive Board; Mr. Frans Hennekam, Gen. Tumrongsak Deemongkol (RET), and Gen. Somanus Na Chiengmai (RET) about the MRCT’s project granted by JAIF. Mr. Amornchai Sirisai was then chosen as the Project Manager (PM) to handle theMRCT project operation as he is the personwho has whole knowledge on MRCT project because he was person in charge preparing MRCT project proposal from the beginning till the final approval. He also has involved in mine action in Thailand longer than 13 years and thus hasmanagerial skill onmine action project. His proven success was themanagement of IARS project that was financially supported by JAIF during November 2007 to September 2009. The meeting of TDA’s Executive Board however was organized later in the morning of 11 th April 2014 to appoint Mr. Amornchai Sirisai as the PM of MRCT Project, and to further discuss on the urgent preparation of MRCT project in connection with Thailand Mine Action Center (TMAC). As for the preparation against TMAC, themeeting concluded thatMRCT project should request special instructors (landmine clearance by land release process) from TMAC to participate in refreshment training of MRCT for 5 days in the 40 day-training course; MRCT requests coordination office in TMAC head office; MRCT requests staffs from TMAC’s local unit (HMAU3) to help on MRCT’s EOD work; and that TMAC should be informed about the coming official opening ceremony of MRCT project to honor the kind donor which is JAPAN and invite distinguished guests to take part in the ceremony.
