150 Proceedings of the Princess Maha Chakri Sirindhorn Congress 2.2 Why program is needed The main reason why this program should be offered is to provide the opportunity for Japanese students and staffs to know and understand Thai country, culture, tradition in addition to university system. Most of the Japanese university people especially administrators don’t know the foreign university. It looks as if they had no interests to know actively anything actively from their will, therefore this program should be offered for level and quality up of the international exchange program. This may be giving influence to younger generation that only 20% of them express the intention to go abroad. This program is really needed & more importantly required especially for the Japanese participants of administrative officer than the students. In future this program may function as the introductory or pre-training short-term program for the freshmen newly accepted/employed by industry. 2.3 Program merit The following shows the merits which can be found by this program implementation. l Additional budget income can be expected and obtained as business program l For what purpose that income could be spent depends totally onThai university side as program organizer. l It will become a small amount of budgetary resource available for many purposes such as academic programattendance, meeting organizing, additional support to faculty and student for encouragement l In addition the program can be evaluated highly if it functions satisfactorily l Most of the programs shown above already such as English summer programorganized and offered byUSAuniversity are focused on the education business. Almost everyweek in summer vacation, dozens of Japanese university students come to US university to join and learn English language, however, it seemed to be one of the business programs from the author’s point of view. Especially Thai students wishing to go and study at Japanese university can be ready in advance at anytime. They have four times opportunities a year. They can be acceptable completely with free of charge in this program. Even for Japanese participants, this programwill be beneficial too on the same viewpoint as Thai university side. 2.4 Key point The following shows the beneficial key points of the program. l Administrative officers are requested to knowmore people andThai university system based on one month stay at counterpart university in Thailand l No contact from Japanese university due to poor communication level l No improvements of situation if nothing can be done
