One of the most basic and important things is to strengthen the capability of communication level up especially for administrative officers. The same thing can be said even to the university faculties that it looks strange to accept and guide the Ph.D. students if they are not qualified as the doctoral degree holder. This may be naturally understood as the social common sense. One of the most difficult and serious problems for Japanese university and its promotion of international program is that most of the Japanese university officers can not communicate in English in most of the cases usually and they think it is not necessary sometimes, because they are in rich environment to hire the part-timer easily without making effort and action to challenge. No way of thinking can be seen that they shouldmake efforts and save the budgets for unnecessary additional expenses to cover their work. No interests and active challenges to promote the international program can be therefore found. Actually it’s impossible, therefore to do it due to the lack of communication capability in English. University faculties are therefore requested to submit all of the documents in Japanese language after translation fromEnglish individually.What about the Thai university? As far as the author knows, it is not necessary for the foreign faculty to translate intoThai language and no need to translate fromEnglish. It can be done by the officer and staff. University administrative officers are therefore needed to learn about Thai university by the direct visit and observation for one month stay with reasonable expense. Various program should be really offered and officially prepared during their visit and stay by Thai university to promote the international programs. The program offer is also the benefit not only for Thai university, but also for Japanese university staff and students too inmaking the relationship fruitful and successful. 1.1 Current situation of Japanese university activity to Thai university The followings are the activities done to one Thai university l University A opened the Liaison office at one Thai university, but always closed l University B sent one officer to stay for one month training in international office of Thai university on June 13, 2014 l University C visited Thai university on June 18, 2014 l University D came to visit Thai university on July 22, 2014 The other universities are also seeking the possibility to open the Liaison office in future, but still not known yet howmany schools want to open the Liaison office toward the future. Something must be done for this issue if no officers are staying normally even if opened. It can be simply summarized for Japanese universities international programs that more outputs are advertised by uploading on home page and website, however how many of them can be highly evaluated is really difficult from the quality and originality viewpoints of the program itself. It looks most of them are similar and no difference can be found.
