146 Proceedings of the Princess Maha Chakri Sirindhorn Congress INTER-UNIVERSITY LINKAGE PROGRAM PROPOSAL BETWEEN JAPANESE & THAI UNIVERSITIES Nobutaka Ito Visiting Professor, Faculty of Engineering, Chiang Mai University Abstract : There aremany international programs going on between Japanese andThai universities mostly based on the student exchange focusing on the internship etc. Most of them are similar and lack significant originality, especially on Japanese side. In addition the level and quality of the program cannot be highly evaluated. Basically no educational viewpoints can be found and involved in most of the programs which are mostly managed under the guidance and orientation by the administration office only. One of the most important points is that the university faculties are not involved even before and after sending the student. In this paper the inter-university international program between Thai and Japanese universities especially focusing on Japanese university is verified and the countermeasure for further promotion and improvement of program is proposed after the analysis what the main cause of the problem is involved and why most of the programs are not highly evaluated, and less outcome can be found in spite ofmore outputs obtained fromprogram implementation.The author thinks that there may be two important things extremely needed for both of them, university and student. They are 1) No Enthusiasm to make the program fruitful can be seen on university side as program organizer and 2) Students are not highly motivated as participants and applicants. Most of the issues related to the international programmay be solved if these two keywords are kept in mind mutually for both sides. Introduction The following shows the background how the current situation is now going in the university international program especially focusing on the Japanese university international student exchange program such as internship, seminar & symposium and short-term visit ones. In addition the followings include the requirements for both university and student what should be necessary and important to prepare and equip from the higher education viewpoint and how it can be achieved considering the social background and future needs focusing on the purpose for what kind of human resources should be developed and grown up.
