Hence, it has already been regarded as an international crime since the olden days. Yet the commission of this type of crime nowadays is by far much different from in the past in terms of ferocity and methods. Therefore, the ways to efficaciously handle and cope with its problems require the reform and development of the laws both at the international and national levels so as to ensure the effectiveness and efficiency of their enforcement. The reflections in this article on the suppression of piracy at present underscore legal problems and expound their causes, then mull over the potential ways and means to resolve them. The proposed solutions have already been utilized in some areas and may also be put into practice in other areas without excluding other necessary political and policy measures to resolve such problems at their root causes, especially in the involved coastal States. keywords : piracy, universal jurisdiction, United Nations Convention on the Law of the Sea _ UNCLOS, hot pursuit, extradition
