But negligence to develop Thai merchant fleet’s ability to transport its own exported or imported goods is not plausible. Having its merchant fleet has several benefits. In the past, Thailand neglected to promote the merchant fleet in comparison to other countries. There are several measures to promote Thai merchant fleet. One helpful way that does not require high investments is to take legal measures to resolve problems and create a new ship’s registration system to increase the volumes of ship’s registration, especially oil tankers, because Thailand imports a large quantity of oil. keywords : merchant fleet, promoting of marine merchant, Thai ship, bareboat charter, international registry
