Future damages will be steady high in proportion to density of population and assets values on it. Thailand must stop expanding existing urban areas and prohibit new settlement on every risk area in the country. Urban population could be double and reach 48 million within the next 50 years, or 65% of 75 million population. There by require new urban areas to accommodate 26 million more urban people. The future cities and towns are need not to sit on those risk areas. Furthermore, the new urban development should be low carbon cities, green and compact with short commuting distance, energy efficient and with complete amenity. Pedestrian, bike and transit should be major modes of travel. These are universal planning practice of today world. These visions will never be materialized unless Thailand establish National Spatial Development Policy governed by a national committee together with long range development plans that backed by laws. The down-graded central planning agency under the Public Works Department must be upgraded and attached under the Prime Minister Office and acts as secretariat to the Committee. A standing committee on Human Settlement and Spatial Development in the parliament is also essential. These measures are essential for preventing the 80 years of national spatial development plans failures to repeat again.
